The goal of the Michigan Pheasant Hunting Initiative is to ensure that pheasant hunters have an opportunity to succeed in the public pheasant fields of Michigan.
This is accomplished by supporting the successful release of pheasants on designated state-owned lands and ensuring public access to those hunting areas. Our goal is simple — get every pheasant hunter in Michigan back into the fields with lots of roosters being flushed.

The Three R's
Attracting new hunters to the outdoors — especially youth. The MPHI program is one of the most accessible entry points into hunting in Michigan. Birds in the field mean results, and results bring people back.
Keeping current hunters engaged season after season. When hunters find birds, they buy licenses. When they buy licenses, more birds get released. The program is self-reinforcing.
Bringing former hunters back to the fields. Many Michigan hunters gave up pheasant hunting when the wild population collapsed. MPHI gives them a reason to dust off their shotguns and get back out there.
Ken Dalton of Attica, Michigan is the founder and driving force behind MPHI. A lifelong rooster hunter, Ken watched Michigan's wild pheasant population collapse and decided to do something about it.
When the Michigan DNR declined to create a release program, Ken didn't quit. He organized hundreds of pheasant hunters, partnered with the Michigan Hunting Dog Federation, Pheasants Forever, and Michigan United Conservation Clubs, and lobbied the legislature until the law changed.
The result was Public Act 618 of 2018 — legislation that created the pheasant hunting license and required the DNR to administer a release program on public lands. The first birds hit the fields in 2019.
Ken's goal was simple: put roosters where Michigan hunters could find them, on public land, for everyone. He achieved it — and kept fighting until the program was made permanent.

Our Story
The Beginning
Ken Dalton and a dedicated group of hunters and legislators passed Public Act 618 of 2018 — creating the pheasant hunting license and requiring the DNR to administer a release program on public lands.

2019
The First Flush
The first birds were released across nine designated state game areas, sparking an immediate resurgence of interest from the hunting community. Parking lots filled up. Dogs worked. Roosters flushed.
Growth
MPHI successfully lobbied to expand the program to 13 release sites with 32 separate release zones. Approximately 12,000 licenses were sold in the 2024 season.

Today
A Permanent Victory
MPHI eliminated the sunset provision that would have ended the program in January 2026. The Michigan Legislature made it permanent. As long as pheasant hunters want to hunt, there will be roosters in the fields for them.
